Saudi Arabia’s new Vision 2030 plan brings an influx of construction megaprojects in the coming years. The goal? To diversify the economy, boost tourism, and attract investment. The nation also aims to reduce its reliance on oil and become a thriving global hub. In this guide, we’ll take a closer look at the construction projects in Saudi Arabia underway including the Neom project, Jeddah Tower, and the Royal Arts Complex, so you can get a sneak peek at the incoming infrastructure overhaul.
Saudi Arabia construction projects being built right now
1. Jeddah Tower

Slated to be the newest world’s tallest building, Jeddah Tower will offer serviced apartments, condominiums, a luxury hotel, and a highly exclusive office space. With roughly 5.7 million square feet, the tower will be a focal point of Kingdom City, the surrounding $20 billion mixed-use urban development project.
There will also be a viewing platform on the 157th floor, where double-decker elevators will whisk people upwards at over 30 feet per second. The developers, Jeddah Economic Company (JEC), say high-tech tools are critical for the build. But more than anything, it’s good old-fashioned teamwork that will complete the job.
2. NEOM project

- Expected timeline: 2030
Some of Saudi Arabia’s upcoming projects, like NEOM, aren’t just simple landmarks. Instead, they’re entire cities. NEOM is set to transform and elevate the Red Sea Coast into a futuristic city powered by renewable energy. The city project was launched by Prince Mohammed bin Salman in 2017 and will prioritize nature and people.
The project will leverage solar, wind, and hydrogen energy to create a circular economy, meaning less reliance on oil and only using the energy it produces. The goal is to achieve 100% carbon neutrality by its finish in 2030 and to also conserve 95% of its land and marine territory.
3. New Murabba

- Expected timeline: 2030
The New Murabba Development Company will bring the New Murabba project to completion also in 2030, creating a revamped city district in Riyadh that serves as a gateway “to another world.” Crown Prince Mohammed bin Salman launched the project in 2023, which will span 19 square kilometers and include working, living, and entertaining space.
At the center of New Murabba is the Mukaab, an iconic landmark offering cultural, retail, and tourist attractions, a hotel, and living space. The recreational space will also attract significant tourism to the area, featuring a tower that showcases the latest in holographic technology to create an immersive attraction never seen before.
4. The Line

- Expected Cost: $200 billion
- Expected timeline: 2030
Another project set to heavily emphasize sustainability and nature is The Line. A project within the greater project, NEOM, The Line puts humans first, preserves nature, and makes urban living completely reliant on renewable energy.
This project, launched in 2021 adheres to the kingdom’s broader sustainability goals, conserving 95% of its land and nature reserves. The linear city currently under construction is made to be a mirrored architecture masterpiece, towering more than 500 meters above sea level. It’s planned to eliminate car travel completely and leverage vertical farming and sustainable waste management to take their green initiatives one step further.
5. Jeddah Central

It’s not just Jeddah Tower slated to revitalize the city. Jeddah Central’s megaproject will include four notable landmarks including a museum, an opera house, an oceanarium, and a new sports stadium. The project, launched in 2021 was made to make central Jeddag a world-class tourist destination to strengthen the economy.
At over 61,354,289 square feet, Jeddah Central will include beach resorts, a marina, cafes, restaurants, diverse shopping options, and modern residential options for those looking to occupy the space long-term. The project will be completed in three phases, with the final phase scheduled for completion by 2030.
6. Royal Arts Complex

- Expected timeline: 2027
The Ministry of Culture and the King Salman Park Foundation have collaborated on developing King Salman Park’s new Royal Arts Complex. The project, serving as a new cultural hub in the centre of Riyadh, is slated to be one of the most integral landmarks in the area, bringing together the Museum of World Cultures and three new academies in a single space.
The academies, including the Academy of Cultural Heritage and Restoration, the Academy of Theatrical Arts, and the Academy of Traditional Visual Arts, will blend modernity with Salmani architecture, providing students and visitors with a rich artistic and cultural experience.
The Royal Arts Complex will also feature a cultural cinema complex, which will host international and local events, as well as an art and sculpture pavilion situated in a dome-shaped space. This project offers a quicker completion time and a smaller price tag compared to some of the others on our list, yet is nonetheless expected to be a tourism and economic boost.
7. The Rig

Shifting gears to adventure tourism, The Rig offers visitors a chance at thrilling adventures in the heart of the Arabian Gulf. Funded by the Public Investment Fund and inspired by offshore oil platforms, this project will be the first offshore adventure tourism platform. Developer Oil Park Development Company (OPDC) states that the project will contribute to solidifying the Kingdom’s position as a leading destination for tourism, while also providing ample employment opportunities for those residing in Eastern Saudi Arabia.
Sustainability and environmental preservation are also top priorities, as developers undergo a thorough environmental and social impact assessment alongside their engineering efforts. This project will live 40km from the coastline and will include hotels, restaurants, and thrilling activities.
8. Red Sea Global

- Expected timeline: 2030
On the west coast of Saudi Arabia, a hotel project is set to bring tourism to the 28,000 square kilometer Red Sea. In 2023, Red Sea Global welcomes its first guests who can enjoy stunning islands, undisturbed beaches, and countless national wonders. The project is scheduled for completion in 2030 and will comprise 8,000 hotel rooms across 50 buildings, along with 1,000 residential properties for local residents.
Much like many other Saudi Arabian developments, Red Sea Global is committed to sustainability, with a goal of 30% net positive conservation benefit upon completion. Less than 1% of the island’s total area is being developed, and over 75% is being protected in the long term for conservation.
9. Diriyah

Just 15 minutes from Riyadh is giga-project Diriyah, a place where tourists and locals can experience more than 600 years of authentic Najdi culture and history. Home of the At-Turaif UNESCO World Heritage Site, this city development was the original birthplace of the Kingdom of Saudi Arabia. The revamped project will combine traditional culture and architecture with modern urbanism, connecting residents and visitors to the destination’s heritage.
The project is slated to cost $62.2 billion under the Public Investment Fund and will include everything a visitor and resident would want from a city, including dining, shopping, work, culture, and art. This city, designed to be a sustainable landmark, includes initiatives centered on water conservation, energy efficiency, climate change resilience, culture, and wellness. It’s 100% walkable and encourages zero-carbon and sustainability-minded residents.
10. Mecca Holy Haram Expansion Project

- Expected timeline: 2030
Last on our list is the expansion of the Mecca Holy Haram development. The $53 billion project is underway with the goal of increasing capacity to accommodate the influx of pilgrims. The expansion will feature numerous expanded sections of stairways, tunnels, and a new gate named after King Abdullah, as well as upgrades to enhance the comfort, safety, and efficiency of the mosque.
Air conditioning will be a long-awaited improvement to the project, as well as new ablution and restroom facilities. A portion of the project will also be dedicated to developing new prayer yards and to restoring the Haram Mosque to a central position in the city. There have been a few construction delays since 2015, primarily due to financial setbacks and a crane collapse; however, the project has been resumed and is back on course, particularly as it aligns with Saudi Arabia’s plan to attract new tourism.
Is Saudi Arabia’s construction growing in 2025?
The short answer is yes. Saudi Arabia’s construction market is very much slated to grow this year, and it’s primarily driven by these multi-mega project initiatives, government investments, and Vision 2030.
According to Businesswire, the market is slated to grow 6.2% year over year, reaching SAR 297.19 billion by late 2029. Sector growth is diverse across the market, with commercial, residential, institutional, industrial, and infrastructure all expected to contribute to overall growth. While bumps in the road include supply chain issues and rising material costs, most of the mega projects are expected to reach completion on time.
What to expect next in Saudi Arabia’s construction
Aside from upward-trending growth and the completion of the aforementioned projects, the Saudi Arabian market is expected to see increased adoption of smart city technology, modular and prefabricated construction, renewable energy use, and more sustainability initiatives to achieve a zero-carbon footprint.
