Montréal-Trudeau Airport to expand with $1B CIB loan

Montréal’s busiest airport is set for a massive upgrade, backed by a $1 billion loan from the Canada Infrastructure Bank (CIB). The funding will help Aéroports de Montréal (ADM) expand Montréal-Trudeau International Airport with a new terminal, a direct link to the REM transit network, and major improvements to road access. The goal is to boost capacity, ease traffic, and prepare for long-term passenger growth.

“This financial backing represents a major milestone for ADM and will allow us to make a significant leap forward in our 2023–2033 infrastructure development program,” said ADM president and CEO Yves Beauchamp.

Montréal-Trudeau welcomed over 21 million passengers in 2023, and ADM expects that number to hit 25 million annually by 2030. The project will expand the terminal by 130,000 square metres, about 70% more space, improving passenger flow and airline service capacity.

Key features of the Montréal-Trudeau Airport expansion include a multi-level terminal extension, better road access, and a new REM station offering direct access to downtown in under 30 minutes. The REM station is expected to open in 2027, giving travelers a fast, electric transit option while reducing vehicle congestion.

“This project will improve connectivity and reduce congestion while supporting sustainable economic growth,” said CIB CEO Ehren Cory in the official release. 

ADM also added that environmental sustainability will guide the build, with energy-efficient infrastructure and carbon-reduction goals tied to Québec’s broader climate agenda. Along with transit and terminal improvements, road upgrades are planned to streamline access for travelers and airport services. The project is expected to create thousands of jobs during the construction phase and deliver long-term economic benefits to the region.

Construction on the Montréal-Trudeau Airport expansion will begin in stages starting in 2025, with various elements rolling out over several years. ADM says it plans to work closely with community partners to keep disruptions low and ensure long-term benefits are felt across the region.

The $1 billion loan is part of the Canada Infrastructure Bank’s larger mandate to support projects in public transit, green infrastructure, trade, and transportation. As one of Canada’s key airport hubs, Montréal-Trudeau is seen as a vital link in the national and international travel network, and its transformation is among the CIB’s largest airport infrastructure investments to date.
